论政府诚信

政府诚信在社会诚信体系中占有极其重要的地位。由于我国目前正处于比较敏感的社会转型时期,政府守信尤显重要,政府行为如果失信于民,往往会导致政府权威性的丧失,乃至整个社会的失信。文章在分析政府诚信法理基础和我国政府诚信方面存在问题的基础上,提出了构建我国政府诚信的具体路径:落实宪政理念,严格依法行政;转换政府职能,培养和壮大市民社会;建立政府信息公开制度。

On the government credibility

Government credibility is very important in the system of social credibility.It is in particular vital during the transformation period of the entire society. If a government loses trust of the people,its authority disappears,leading to the loss of the entire society credibility.This paper makes a careful analysis of the legal foundation of the government credibility and the related problems in China.Based on this analysis,a practical approach is provided to the establishment of the Chinese government credibility: abiding by the constitution,ruling by the law,regulating government functions,developing civil groups;ensuring government information publicity.
