激活民间投资 促进西部大发展

随着西部大开发战略的实施,西部地区必将有一个大发展,而经济大发展,离不开资金的投入。本文认为西部大开发投资现状是国有投资剧增,而非国有投资不足,引进外资能力低下。由于政府直接投资受国家财政收入的限制,不可能过分扩张,因而投资的真正潜力就在于如何尽快释放民间的投资潜能,激活民间投资。发挥民间投资的作用,直接关系到西部大开发的进程和我国经济实力的整体提高。

Stimulate Nongovernmental Investment and Promote Greater Development in the Western Region

With the strategy of developing the western region carried out, there must be a great development in that area and capital investment is indispensable to such economic development. This paper believes that the present situation of investment in the western development is characteristic of big increase of governmental investment, insufficient nongovernmental investment and meager capability of introducing forengn investment. As the governmental direct investment is limited by the national fiscal income from too big expansion, the genuine investment potentials lie in how to release nongovernmental investment potentials. Stimulating nongovernmental investment and bringing nongovernmental investment into play is connected directly with the process of the western development and the overal improvement of our national economic strength.
