| Abstract: | The 3rd Plenum of the 16th CPC Congress puts forward the concept of"adhering to making overall plans and take all factors into consideration,adhering to the people-centeredness,establishing a comprehensive,coordinated and sustainable development perspective."This new concept of scientific development is a summing-up and re-examination of China's reformation,opening up and modernization drive and experience as well as a ma-jor and important change in the guiding ideology of China's economic and social development. It is a fundamental,overall and strategic guidance for vocational education reformation and development to adhere to the scientific con-cept of educational development. |
