新农村规划中的公众参与研究

以公众参与新农村规划为研究视角，通过对公众参与范围、公众参与主体、公众参与方式和公众参与效力的分析，认为公众全面参与新农村规划事项，基本的参与主体，多样高效的参与方式，适当的参与效力是新农村规划中科学合理的公众参与运行机制，该运行机制一方面保证村民在乡村规划中的合法权益不受侵犯，另一方面可以帮助政府规划部门增强乡村规划方案的科学性、合理性和可操作性，是全面建设新农村的关键因素之一。

A Study on Public Participation in the Planning of a New Countryside

Taking public participation in the planning of a new countryside as the object of study, this paper probes into the scope, subjects, ways and effectiveness of public participation. It holds that people should take part in the planning of a new countryside in an all-round way, and a scientific and reasonable mecha- nism of participation should be built where the peasants are the subjects, the ways are diversified, the par- ticipation is effective. Such a mechanism can guarantee on the one hand the legitimate rights and interests of the villagers, and can help the government planning departments on the other to make the planning sci- entific, reasonable and practical. In a sense, it is one of the key factors to ensure the success of the con- struction of a new countryside.
