期刊数据库对学报数字化发展的推动与制约

探讨了学报优质稿件流失的内因与外因，并从优先免费发表高水平稿件、加强编辑人文理念、有效利用网络载体谋求开放，l生、创立特色栏目以内涵吸引稿源四方面论述了地方高校学报走出稿源不足困境的路径。指出学术性是学报之根，无论学报怎样改革，都要坚持这一根本原则，从增强学报学术性的方向去思考和寻找学报摆脱困境之路径。

Promotion and Restraint of Periodical Databases to the Digital Development of Journals

Based on an analysis to the interior and exterior reasons why high-quality papers can not be re- ceived, this paper puts forward suggestions for university journals to step out of the plight from the fol- lowing four aspects： priority to publish high-quality papers free of charge, further enhancement of human- istic awareness, trying to be more open by effective, use of online media, and the offering of special col- umns to attract papers. It holds that academic excellence is the very principle that a journal should stick to, whatever reform it is going to make. Therefore, if a journal wants to step out of the present plight, it should try its best to further enhance its pursuit of academic excellence.
