| 摘 要： | 环境成本是环保部门、环保企业和生产经营单位为保护环境、治理环境和建设环境所消耗的人力、物力的货币表现。环境的多样性决定了环境成本的不同分类和其影响因素的多样性。环境成本具有多元性、地域性、强制性、波动性、动态性、低经济效益性、高生态效益性、高系统效益性及边际成本的无限性等属性。
