论中央调控下的地方政府间合作

改革开放前,中央高度集中的计划经济管理体制阻隔了地方政府间的横向关系.改革开放后,中央通过专项政策促进地方政府间合作,通过制定法律和规章维护地方政府间合作秩序,并通过人事变动为地方政府间合作创造条件.但是中央通过政策、法规、人事调整等方式调控地方政府间关系存在不足.从战略高度统一规划,利用政治动机和经济利益双重驱动,加强中央仲裁地方政府间争议的能力,避免频繁的人事变动是地方政府间合作持续、稳定的有效途径.

On Local Governments' Cooperation under Central Government's Regulation

Before the reform,the highly centralized planned economic system by the central government deterred transverse relationship among local governments.During the reform,local governments' cooperation is promoted by several ways conducted by the central government.Special polices,laws and rules are made to regulate the cooperation order.Personnel system reform helps facilitate local governments' cooperation.However,the efforts made by the central government is not enough.The continuous and stable cooperation am...
