| 摘 要： | 治理理论作为现代政府行政管理的一种新兴理论,其理论所包含的“回应性”、“互动”、“公开性”、“透明度”、“法治”、“公正”、“有效”等主张对我国行政决策机制的完善有重大的启发意义。具体措施包括树立以人为本的行政决策理念、加强政府与公民以及其他社会组织之间的平等协商与合作、建立沟通顺畅的网络系统等。

| Abstract: | The theory of governance is a new theory of modern government.Some of its propositions such as "response","interaction","openness","degree of transparency","legal governing","fairness","efficiency" are significant to ameliorating administrative policy-making.Concrete measures are: to establish mancentered policy-making concept,to strengthen the equal consultation and cooperation between government and citizens and other social institutions,to set up a net-system for smoothy communication. |
