| 摘 要： | 中国民族“共居”的状态,从哲学的角度分析,蕴涵着“一”与“多”的双重关系,由此关系又可以逻辑地引申出中国民族文化“一”与“多”的双重关系,这种现实的双重关系,也就决定了社会主义民族工作和民族文化建设存在着“双重纲领”,即最高纲领和最低纲领。

| Abstract: | In the light of philosophy, the status of living together by various nations in China contains relation between "one" and "many", from which we can logically extend a relation between "one" and "many" Chinese cultures. The double realistic relations determine that double programs, namely highest program and lowest program, exist in socialist ethnic work and construction of ethnic cultures. |
