一种基于知识供需匹配的预案应急能力评价方法

作为应急响应的行动指南和法律依据，应急预案的应急能力，即其提供应急知识的程度，直接影响应急响应的效果。基于此，从知识供需匹配的角度提出一种评价及诊断预案的方法。该方法从需求的角度建立突发事件应急管理一般流程和应急知识的层次结构，获取突发事件应急响应所需的知识；从供应的角度分析应急预案所提供的知识，将应急预案的内容作为解决问题的答案，通过反问的方式获取预案提供的应急知识；通过供需2个方面的知识匹配来评价和诊断预案。与传统的综合评价结果不同的是，该方法能够有效地诊断出预案的不足之处，为修订和完善应急预案提供明确且有针对性的参考依据。

A Method of Evaluating Emergency Response Capability of Emergency Plans Based on Matching of Knowledge Supply and Demand

As the guidelines and legal basis of dealing with emergency events, the emergency capability of emergency plans, I.e. The degree of providing emergency knowledge affects the efficiency of emergency response directly. This paper proposes a method of evaluating emergency response capability of emergency plans based on matching of knowledge supply and demand. Through this method, the knowledge demand can be obtained via establishing the general process of emergency management and the hierarchies of emergency knowledge from the perspective of demand; the knowledge supply can be obtained via asking back emergency plans from the perspective of supply; emergency plans can be evaluated and diagnosed via the matching of knowledge supply-demand. With this method the emergency plans can be diagnosed to provide suggestions for revision and improvement.
