中小城市发展循环经济的规划探索

循环经济对解决我国目前经济增长与环境资源之间的矛盾的有效性和可行性,已得到了学术界的普遍认可,并且我国政府也十分重视其发展。为了实现城市的可持续地和谐发展,我国为数众多的中小城市应该发展循环经济。中小城市应以政府为主要推动力,首先根据城市现有产业结构、资源条件、基础设施情况等确定推行循环经济的重点,再分别对循环经济的具体实施内容,如废弃物的管理、三大产业等进行科学规划。

On Programming of Developing Cyclical Economy for Small- and Medium- sized Cities

Cyclical economy is effictive and feasible to solve our country's conflict between economic increase and environment and resource,that has been accepted commonly in academe.Our government also attach importance to its development.In order to realize sustainable and harmonious developing,numerous small-and medium-sized cities should develop cyclical economy.Smalland medium-sized cities may regard the government as primary impetus.At first,emphases of developing cyclical economy should be confirmed according to existing industrial structure,resource and infrastructure,etc.Secondly,material aspects should be programmed scientifically,for example,the management of castoff,three main industries.
