| 摘 要： | 目前 ,我国的水利供水价格严重偏低 ,水价结构不合理 ,水价调节机制亦不够完善。形成这些问题的经济学原因主要包括 :商品水的私人物品属性没有得到足够认可 ,政府行政性定价扭曲了水的价格 ,水利供水存在市场失灵等。针对上述问题 ,本文提出了如下改革建议 :根据商品水不同的功能、类型区别定价 ,实行全新的水价制度 ,建立健全商品水市场等。

| Abstract: | The water prices are facing such problems as poor level,misleading structure and inefficient adjusting mechanism,which result mainly from misunderstanting on the private good property of water,government price adjusting mechanism and being out of market order.Reform ideas:introducing new water price adjusting mechanism,new price policies and making the water market further perfect. |
