| 摘 要： | 在世界经济一体化和知识经济背景下，区位要素，交通条件，资源特征等传统要素在经济合作中仍然发挥作用，投资效益，行政环境，技术对接条件等新要素正发挥着越来越大的作用，在研究策划区域经济发展时，应借鉴国际经验，优化行政环境，吸引国际金融机构，建立专家咨询机制，完善城市基础设施建设。
