| 摘 要： | 根据公路项目的盈利性和外部性，把公路项目分为9类。根据项目的投资主体不同，把投资策略分为政府投资、民间投资和混合投资三种策略；根据公路是否收费，把运营策略分为免费使用和有偿使用两种策略。三种投资策略与两种运营策略组合，配上适当的采购策略，共构成8类开发策略。案例分析显示应根据具体情况选择项目开发策略。
