| 摘 要： | 20世纪 6 0年代末 70年代初 ,亚太地区的权力格局发生了重大变化 :越南战争严重削弱了美国的国家力量 ;中国在国际社会中的地位日益增强 ;日本重新崛起 ;苏联加紧扩展其影响力。美国如要继续保持其在该地区的强大影响力 ,必须进行战略的调整以适应亚太地区的实力关系 ,从而构筑以美国为首的新的区域秩序。而打开对华关系的大门 ,奠定了美国缓和战略调整的基础 :既可以体面地撤出越南 ,增加向日本施压的砝码 ,加强美国在亚太地区的力量 ,又增强了抵抗苏联的力量 ,从而可以继续主导亚太地区事务。亦即改善关系的核心问题必须从地区角度来看。联合中国抗衡苏联也是一个不能忽视的因素 ,但美国与苏联的敌意只是使美国在亚太所推行的新战略变得较为容易 ,使美国这个超级大国在改变其孤立、遏制中国的失败政策时更为体面罢了

| Abstract: | Great changes took place of the setup of the Asian Pacific Region during the end of 1960's and the beginning of 1970's. The Vietnam War seriously weakened the strength of the U.S.A.;China's position became more important in international community;Japan became strong again;and the U.S.S.R. speeded up expanding its influence. In this situation, the U.S.A. aimed to keep its strong influence in the region,so it decided to make an alliance with China against the U.S.S.R.. Thus great changes took place of the situation in the region. |
