| 摘 要： | 本文主要阐述以毛泽东为核心的中共第一代领导集体对台湾问题的性质的正确判断,并根据时事的变化,以国家、民族大义为重,对台湾的政策经历了由武力解放到和平解放的发展过程,周恩来把其中的主要思想概括为"一纲四目"。

| Abstract: | This paper mainly expounds the developing process of China's policy toward Taiwan. Judging the essence of Taiwan question accurately, at the meantime considering the varying international situation and national interest, China's first generation of collective leadership, rally closely around Mao Ze Dong, shaping the policy towards Taiwan from restore Taiwan by military force to "peaceful reunification". Zhou En-lai developed main parts of these policies into "one principle, four items". |
