林权改革、产权结构与农户造林行为——基于江西、福建等5省7县林改政策及415户农户调研数据

对江西、福建、安徽、浙江、湖北等省7个重点林业县林改政策(System)进行分析,研究出对农户造林行为有影响的农户产权结构(Structure),并将权利量化后作为自变量对农户是否造林、造林面积和造林投入(Conduct)进行定量分析,并得出绩效评价结果(Performance)。分析结果显示:现行林改政策确实起到激励农户造林的作用,但尚未达到促进农户加大林地投资的程度;不彻底的林木采伐管理制度改革加重和扩大权力寻租的负面影响;现行林权抵押制度未能解决农户造林资金缺口问题。

Collective Forest Tenure Reform,Structure of Property Rights and People’ s Afforestating Behavior ---An Empirical Analysis Based on Politics and 415 Farming Households in 7 Counties of 5 Provinces

Through comparing forestry reform policies adopted in 7 major forestry counties in 5 different provinces （Jiangxi,Fujian,Anhui,Zhejiang and Hubei）,the property rights structure affecting farmers ’foresta-tion is analyzed .The quantitative analysis is conducted by taking the quantified rights as independent variables in order to find out whether farmers will choose to plant trees ,the area of forestation and the investment in foresta-tion .The analyzing results reveal that：The current reform policies are working as an incentive encouraging farmers to plant more trees .However ,they have failed to improve investment in forestation .The incomplete reform of forest cutting management system expands its negative effects of power -rent seeking .The current forest tenure mortgage policies fail to solve the problems concerning the funds shortage confronting farmers in afforestation .
