辽宁省新型农村合作医疗调查与思考

以随机抽样方式对辽宁省法库县冯贝堡村农民进行问卷调查，分析研究了辽宁省实行新型农村合作医疗的进展情况、存在的一些问题及解决的对策。通过分析农民对新型农村合作医疗制度参与情况得出：农民参合率有待进一步提高；以保大病为主，降低了农民的受益面；规定定点医院，农民选择余地较小；农民经济负担没有从根本上减轻。因此提出通过加强宣传工作力度，扩大定点医院范围，加强立法工作，加大财政投入力度等对策，更好地完善新型农村合作医疗制度。

Investigation and Ponder of the New-type Rural Cooperative Medical Service System of Liaoning Province

An investigation of the type of questions and answers into the farmers of Fengbeibu, a village in Faku County of Liaoning Province was carried out by random sampling with 396 copies of valid question naire taken back. The progress of the new rural cooperative medical service system implemented in Liaoning Province, the existing problems and the developmental measures as well are analyzed. A conclusion was draown from analyzing the farmers＇ participation of the new rural cooperative medical system： Rate of farmers＇ participation of the new rural cooperative medical service system has yet to be improved; Protection only against major deseases reduces farmers benefits; Farmers have no wide choice of medical treatment because of the stipulation of designated hospitals; Farmers＇ financial burden hasn＇t been fundamentally relieved. Therefore, several developmental measures are put forward： stepping up the intensity of public propaganda; expanding the scope of designated hospitals; strengthening the legislative work; increasing the financial investment in rural medical services.
