| 摘 要： | 上个世纪的最初十年 ,清王朝进行的新政是中国现代化史上的重要一步。清王朝为巩固统治而进行的改革客观上顺应了中国现代化的要求 ,然而清廷自身的反现代化因素又最终埋葬了这次现代化的尝试。清政府的反现代化因素把农民和社会精英推向自己的反面 ,这对中国当代的改革不无借鉴意义。
