| 摘 要： | 张方平是北宋时期一位重要人物。面对当时西北边防来自西夏的威胁，他提出了“先为不可胜以待敌之可胜”，发展边防生产，外交上扼制西夏等主张，这对加强当时西北边防安全起到了一定的积极作用。

| Abstract: | Zhang Fang ping was an important man in the history of the Song Dynasty. Faced with the threat from xix- la, the Dynasty founded by Dangxiang minority,and lying on the West of the song Dynasty, he offered a lot of strategies of how to defend the song Dynasty. His thonght was active and peaceful, Although he paid close attention to people, his thought's core was still paramount state benefits. This the limit of the thought. |
