| 摘 要： | 科学发展观,对“以人为本”理念作了重大创新,赋予了新的思想内涵,使之具有了中国特色社会主义理论体系核心理念的理论品质；改革开放三十年多来,“以人为本”始终贯穿于中国特色社会主义理论体体系的形成和发展,实际上已经展现出了核心理念的地位和作用；在新的历史起点上,更加自觉地把“以人为本”确立为中国特色社会主义理论体系的核心理念,对于坚持中国特色社会主义理论体系为指导,深入贯彻科学发展观都具有重大的理论和现实意义.
