天人感应思想与汉代的社会保障制度

从某种意义上讲,两汉时期的一切文化与制度都受天人感应思想的影响与制约,尤其是在建构社会保障制度、实施社会保障措施的过程中,将天人感应思想奉为重要的理论依据。面对“灾异”,社会保障主体的种种表现、社会保障措施的贯彻执行,无不包蕴着天人感应思想,无不与祥瑞灾异有关联,而此举又极大地推动了我国传统社会保障制度的进一步发展。在加强政府社会保障职能、重视民本思想、强化环境保护、构建和谐社会四个方面,汉代社会保障制度对我国当代社会具有重要的借鉴意义。

The Theory of Interaction between Heaven and Man and the Social Security System in the Han Dynasty

In a certain sense,every aspect of culture and social system was influenced and restrained by the heaven and man interaction theory in the Han Dynasty.In particular,it was regarded as the theoretical foundation in constructing the social security system and carrying out social security policies.In case of disastrous or abnormal events,the performance of social security organization and the carrying out of social security means exhibited the influence of the heaven and man interaction theory.These measures promoted the further development of social security system in China's history afterwards.The paper maintains that the present society can draw reference from the social security system in terms of enhancing the government's role of social security,attaching importance to the theory that the people are the foundation of the nation,strengthening the environmental protection,and promoting the construction of harmonious society.
