| Abstract: | Regional governments play important roles in development of the West which has substantially been regarded as specific administration behaviors. The thesis puts particular emphasis on effective administration which involves in cutting down administrative costs and promoting government efficiency. In order to meet the demand required by more efficient administration, three main approaches are set forth to anticipate bringing more effective influence upon administration. |
