法国行政法官专业化培养模式及对我国的启示

法国存在着两个法院系统,即普通法院系统和行政法院系统.普通法院属于司法机关,而行政法院隶属于行政机关,是行政机关的一部分.但行政法院并没有丧失其独立性和司法性,由于其在行政和司法领域的高度专业性,政府官员认为行政法官在行政领域是专家.行政法官的成功得益于法国行政法官专业化培养模式.我国行政法庭的建设和行政法官的专业化培养方面还处于起步阶段,行政法官的专业化培养需要探索我国的本土化培养模式.
