政府市场化简论

近年，受国内和国际情势变化的影响，官僚制政府和宪治民主政府在财政汲取、内部运作、对外供给以至公共信任上正遭遇到全方面的危机。在解除思想奴役寻求革新的努力中，政府市场化的浪潮蔚然兴起。今日之政府市场化具有超意识形态的特点，它主要通过政府相对市场的收缩以及政府运作的市场化（含对外的市场化和对内的市场化）而获致实现。本文立足于对上述问题的现象分析，并在此基础上提出对政府市场化的反思。我们认为，政府市场化虽具有一定的合理性，但是这种合理性却是有限的。对政府市场化的反思不应当仅仅停留在两种社会设置及其运作机制的比较分析上，我们应当从根深处着手：检视自由与正义的古老理念，重新认识公民与国家——或许，制度化的个人主义、伙伴关系基础上的社区自治和相应的宪政可以成为我们不懈追求的一种选择。

Concise Comment on Government by the Market

In recent years, bureaucratic and democratic government have been facing all-aspect crisis, not only in financial drawing, interior running, external supplying, but also in its public trust under the effects of national and international changes of situations. In the process of unchaining the bondage of minds and seeking renovation, the tidal wave of government by the market comes to rise. The paper analyzes all the above problems and then puts forward opinions from the opposite side. The author believes that the government by the market sure has some rationality, but the rationality is limited. It＇s no good thinking about the problem of government by the market just through the comparative analysis of government and market and their running mechanisms. Actually, we should review the concept of liberty and justice; re-understand the relationship between citizens and government. Perhaps, institutional individualism, autonomy of the community on the basis of fellowship, and the corresponding constitutionalism will be a good choice for us to go after.
