论魏晋南北朝时期的旱灾与赈济

魏晋南北朝时期是我国历史上的旱灾多发期，主要集中在夏、秋两季和江南、中原及西北等广大地区。旱灾的频繁发生，对社会经济和百姓生活都带来了严重的灾难，进一步加剧了社会的动荡。各封建政权对赈灾工作高度重视，及时采取了实物赈济、移民就食、减免租调和徭役、掩埋遗骸、放贷、减轻刑罚、节约开支及开关弛禁等一系列赈济措施，对于减轻灾害，维护社会稳定，保障民生及促进社会经济的恢复与发展起到了一定的积极作用。

Droughts and Relief Measures during Wei-Jin Dynasties and Southern and Northern Dynasties

 There were frequently droughts in Wei-Jin Dynasties and Southern and Northern Dynasties in Chinese history.The droughts took place mainly in the spring and summer,covering regions of the south of the Yangtze River,central plains and northwest area of China,etc.The droughts brought immense damage to the social economy and the life of people，which further intensified social instability.The feudal political powers attached great importance to droughts,and carried out a series of relief measures after droughts,including distributing relief materials,emigration for food,reduction for rent and enslavement,corpses burying,loan,reduction of punishment,expenses cutting and open trade.These relief measures played a positive role in disasters reduction,keeping social stability,ensuring the life of people and promoting recovery and development of social economy.
