我国地方财政科技投入与经济增长关系分析

运用平行面板数据(panel-data)的基本理论,对1996~2005年我国30个省市区的地方财政科技投入与地方经济增长关系进行实证分析的结果表明:地方财政科技投入对不同省市区地方经济发展的促进作用存在很大差异,在时间上表现为影响弹性逐年降低,在地域上表现为不均衡。因此,地方财政应保持科技投入的适度增长,不应一味强调超过实际能力的投入,也可以通过中央财政投入倾斜来弥补地方财政的不足,以提高地方财政科技投入的效率。

Analyzing the Relationship between Local Fiscal Investment in Science and Technology and Economic Growth in China

Based on the panel-data of thirty provinces in China from 1996 to 2005,this paper conducts an empirical analysis of the relationship between the local fiscal investment in science and technology and the economic growth.The results indicate that the local fiscal investment in science and technology contributes differently to the economic growth in different regions.The differences are displayed by the gradual decrease of influence elasticity year after year in terms of time and by the unbalanced development in terms of region.Therefore,the local fiscal investment in science and technology should keep a reasonable increase and avoid the investment exceeding its own capacity or put more state fiscal investment into science and technology to make up for the deficiency of local fiscal investment.
