| 摘 要： | 为了不断提高公共政策的绩效水平,近年来美国政府颁布了一系列旨在促进政策部门提高公共政策制定水平的规章制度。2003年9月,为配合政府绩效预算改革工作,美国政府颁布了《政策规定绩效分析》,系统介绍了制定公共政策的方法及注意事项。这一方法对于世界各国政府来说,都是一个很好的借鉴。本文旨在通过对这些方法的深入介绍,以期有助于我国目前正在进行的政府行政改革和预算体制改革。

| Abstract: | In order to improve the public policies' performance,US government sponsored a set of decisions and bills in recent years.In september 2003,US government sponsored Decision Making Performance Analysis' in coordination with the performance budgeting reform.This bill introduced the main decision making methods and notices that have great significances to other governments.The paper introduces theses methods and wants to give help to administration and budget system reform in China. |
