摘    要:文章从现行法律规定的食品安全监控模式的不足谈起,在分析了食品安全监控与保障的关键问题后,提出构建有别于一般社会公众参与监督的食品安全评价制度的见解。重点对食品安全评价制度构建的可行性、现实状况和路径选择做了详细的分析论证,主张以公众评价制度作为现行食品安全监控制度的补充机制,完善我国食品安全监控体系。

Abstract:The article began with the lack of current laws and regulations in food safety supervision mode. Then the key problems of food safety monitoring and security were analyzed. Finally, the building of system which was different from the general public to participate in the regulation of food safety evaluation system was proposed. The article focused on the analysis in the feasibility of constructing food safety evaluation system, the reality and the route choice. The author advocated building a public evaluation system, which served as a supplementary mechanism of current food safety monitoring system.
