西部大开发战略的实施为西部民族地区的发展提供了前所未有的历史机遇。由于历史与现实的诸多因素 ,长期以来西部民族地区一直是西部贫困程度最深、最边远落后的地区。如何使西部最贫困的民族地区尽快脱贫致富奔小康 ,是西部大开发战略成功实施的根本保证。本文以人力资本理论为依据 ,在分析西部民族地区的人力资源现状的基础上 ,探讨了在西部大开发中如何通过具体措施提高人力资本存量 ,从根本上提高西部民族地区整体竞争能力的对策

The strategy of exploitation in west area of china has offered the historic opportunities for the west minority area to develop quickly For a long time,the west minority areas are the poorest one in the west due to the historic and realistic factors,it is the basic guarantee of the strategy of exploitation in west area of china for us to change the current situation of the west minority and to help the poor people to get rich. Based on the theory of manpower capital,the paper discusses on the countermeasures to increase the quantity of manpower capital and enhance the whole competitive abilities of the west area of china after analyzing the actuality of the manpower resource of it.
