韩国高等教育的总体规模及结构性特征分析——兼谈韩国高校的改革动向

韩国高等教育虽然在国民教育热情、经济发展、受教育人口要求及国家平等指向性教育政策等因素作用下总体规模达到发达国家水平 ,但利用有限的条件在追求量的增长过程中 ,由于结构单一、高校自立程度差、学费依存度高、学科设置无特色及政府缺乏国家级教育质量监控手段等原因质量却出现了滑坡。对此 ,韩国高校认识到提高教育质量就得引入竞争机制 ,而竞争机制要求政府必须首先采取措施创造汉城的高校与地方高校公正竞争的条件 ,最大限度地发挥竞争原理的真正作用 ,使韩国高校形成统一而强大的竞争力跻身于世界先进行列

An Analysis of the Overall Scale and Structural Features of Korean higher Education

Under the influences of various factors Kovean higher education has reached the level of developed countries in scale, but falled behind in quality. Korean higher insfitutions have realized that it is necessary to introduce the competition mechanism in order to raise the educational quality. The competition mechanism requires that the government should take measures to create the conditions under which the higher institutions in the capital of soul and local districty can compete justly. As long as the real functions of competition are brought into full play, the higher institutions can be strongly competitive and step into the advanced ranks of education in the world.
