高校实行国库集中支付制度后对开户银行的影响及对策

随着国库集中支付制度的实施，高校的财政资金由原来的财政部门直接拨付高校开户银行的基本存款账户的模式转变为通过国库集中支付系统直接拨付给收款单位或个人，从而给银校合作带来新挑战。文章认为开户银行一方面要重新制订适应新的银校合作评价的指标体系，另一方面要积极开展银校中间业务服务市场，拓展高校师生的银行卡业务，加快适应国库集中支付制度的改革进程，从而提高自身的经济效益和竞争力。

The Effects of the Centralized Treasury Payment System Applied in Colleges on Banks and the Countermeasures

With the implementation of the Centralized Treasury Payment System, the payment of colleges＇ finan-cial capital shifts from appropriating to the colleges＇ depositary banks by the Ministry of Finance to appropriating directly to the receiving units or individuals through the centralized treasury payment system, which brings about the new challenges to the cooperation between banks and colleges. This paper believes, on the one hand, the de- positary banks should re-formulate the index system to adapt to the new evaluation on bank-college cooperation; on the other hand, the banks should actively carry out banking business services market, expand bank card busi-ness among teachers and students, and speed up the reform process to adapt to the centralized treasury payment system so as to improve their own economic efficiency and competitiveness.
