改革开放以来党内民主建设的理论和实践

改革开放之初，党的第二代领导集体提出民主是解放思想的重要条件，把党内民主建设的重点放在保障党员的民主权利上，党内民主得到迅速恢复和发展；十三届四中全会以后，第三代中央领导集体把党内民主提升到事关党的生命和人民民主发展的高度，切实加强制度建设，极大地推进了党内民主建设；十六大以来，以胡锦涛为总书记的党中央创造性地提出了以提高党的执政能力为核心开展党内民主建设的新思想和新思路，在理论和实践上对党内民主建设作出了新贡献。

Progress in Democracy within CPC since 1978: Theories and Practice

Shortly after China started her reform and opening to the outside world in 1978,the then CPC leadership emphasized that democracy should be a prerequisite for the emancipation of people's minds,and that more importance should be attached to the protection of CPC members' democratic rights;this resulted in the resurrection and development of democracy within the Party in a very short period.After the 4th Plenary Session of the 13th CCCPC,the leaders of the Party defined the inner-Party democracy as deciding the existence of the Party and the development of people's democracy,and made great institutional efforts to guarantee the inner-Party democracy,which resulted in significant progress in the latter.Since the 16th National Congress of CPC,CCCPC,under the leadership of Secretary General Hu Jintao,has creatively proposed a new theory of inner-Party democracy centered by improving the competence of CPC as a party in power;this has marked a new contribution to the inner-Party democracy,theoretically and practically.
