论我国行政复议机构的独立性和专业化

行政复议作为一种通过解决行政纠纷而为公民权利提供救济的制度,近几年来的实践表明,其实施效果未能尽如人意,人们所预想的及时化解纠纷、减轻法院负担及方便人民群众的制度目标均未能完全实现,究其原因主要是行政复议机构独立性和专业化存在弊端。本文就行政复议制度中存在的问题及如何确立复议机构的独立性和专业化等做一探讨。
