| 摘 要： | 晚清时期一种新的赌博形式：“彩票”赌兴起。由于它牵涉范围甚广，影响很大，因而从它一开始兴起就已伴随着强烈要求禁彩的呼吁，尤其是民间社会力量禁彩呼吁日益炽烈，形成一股强大的社会舆论，产生一定的社会影响，显示了社会变迁过程中社会团体力量、民众与政府的互动关系。

| Abstract: | In the late Qing Dynasty,lottery-a new type of gambling appeared. For its wide scope and great influence, it accompanied the calling of forbidding from the very beginning-especially from the non-government communities ,their, advocates of stopping it were so strong that they formed an influential public opinion and made certain influence,which showed the mutual relationship between the social communities, common people and the government during the changes of the society. |
