中国大学生与人民代表大会制度--大学生代议制民主实践进路探微

中国人民代表大会制度需要不断地注入强大的生机和活力,因此,在它的完善过程中离不开对年轻而又高素质的代表的培养.大学生代议制民主不仅仅是大学生群体利益表达与维护的重要手段,更是一种积极有效的宪政民主实践.本文通过大学生人大代表选举程序完善以及代表职能的履行的探讨,分析了大学生代议制民主的意义,并从实践操作和理念界定两个层面对人大代表的地位和涵义作出了新的诠释以回应中国人大制度完善和"人大代表专职化"发展进程中的重大要求.

Chinese University Students and the System of People's Congress--On the Way of the Practice of Representative Democracy of University Students

It is necessary to train young representatives of high quality to pour strong vitality and vigor unceasingly into China's NPC system. Representative democracy of university students is not only an important way to voice and assert university students' collective benefits but also a positive and effective constitutional democracy practice. By discussing the improvement of the hustings of the NPC university student deputy, this article analyzes the significance of representative democracy of university students and conceptualizes anew the status and conception of NPC from practice and theory to respond the significant request of improving the Chinese NPC system and developing "professionalization of the NPC deputy"
