高速公路通行费标准下调的经济学分析

摘    要:为探讨高速公路通行费标准下调的可行性与合理性,采用规范研究与实证研究相结合的方法,基于价值流理论,构建高速公路通行费调整的计量模型,对高速公路通行费标准调整的合理空间进行衡量。分析认为,经营性与还贷性高速公路通行费标准的小幅下调具有可行性,但是需要伴随收费期限的较大幅度延长;仅就高速公路通行费标准下调空间而言,还贷性高速公路比经营性高速公路要大,主要原因在于二者的投入资金对收益的要求不同。

Abstract:To explore the feasibility and the rationality for the cut of the highway toll standard, this article establishes an econometric model for the adjustment in highway tolls, and also appraise the possible space for such an adjustment by adopting the method of combining normative research and empirical study. The research is based on value stream theory. According to the analysis, it discovers that it is feasible for the slight cut of operational freeway toll standard and repaid freeway toll standard, but it should go together with the great prolonged of tolls period; only as far as the space for the cut of freeway toll standard, repaid freeway is bigger than operational freeway, and the main reason for this is their different demands for benefits with their capital investment. 
