| 摘 要： | 资源和环境状况决定了可持续发展战略是中国改革的必由之路。可持续发展战略的核心内容之一是立法变革。中国行政立法的方向应实现由以GDP为中心向可持续发展目标的转变,中国行政立法的理念应由末端治理向全程治理转变。在具体的立法变革上,应抓住行政立法领域的拓展和行政立法内容的创新两个方面。

| Abstract: | The present state of China's resources and environment shows that the strategy of sustainable development is the only way for China's reformation.One of the core contents of sustainable development is legislation reform.China's legislation reform should be directed on a change from GDP-orientation to focus on sustainable development.The reform perception should change from end control to process control.In reform,attention must be paid to the field expansion and the content innovation of administrative legislation. |
