全球气候日渐变暖 ,减排温室气体成为人类改善全球环境的必由之路。然而 ,温室气体减排指标的安排 ,涉及到所有国家的经济利益。目前 ,发达国家与发展中国家对此持截然不同的态度 ,使减排温室气体的全球环境保护前景变得悲观起来。面向未来和共同的命运 ,人类应该反思“国家利益”的传统观念 ,走出自我利益的藩篱 ,在承认主权国家拥有追求和维护本国利益权利的基础上 ,采取适当措施 ,使得各主权国家愿意采取合作的策略 ,以保护全球环境

Redajustment of State Economic Interest Versus Reduction of Greenhouse-gas Emission

The climate is getting warmer and warmer on the earth so that reducing the greenhouse-gas emission becomes the only way for human beings to improve the earth enviroment. The plan to reduce the gas concerns the economic interests of all the countries. However,the governments of the developed and developing countries take so entirely different attitudes toward this issue that the prospects become gloomy for reducing the greenhouse-gas emission to protect the environment of the whole world. Facing the future and common fate,all the human beings should reflect upon the traditional idea about "the state interests" and go out of the self-interest hedge so as to make all the sovereign states be willing to take cooperative attitude and measures in order to protect the environment of the whole world based on the principle that every sovereign state has its rights to pursue and defond its own interests.
