| 摘 要： | 农村公共产品具有投资与回报不对称、需要规模投资、收益稳定与不稳定共存的特点，因而我国目前的农村公共产品投资具有权责不清、决策不科学、计划经济色彩等诸多缺陷，解决的办法是在坚持公共财政投资为主体的前提下，建立多种投资资金来源、多种投资方式、多种投资回报形式的多层次投资渠道。

| Abstract: | Rural public goods are characterized by the asymmetry between investment and returns,appealing for scale investment,the coexistence of stable and unstable in returns.As a result,our Chinese rural public goods investment has many problems such as the absence of clear definition in authority and responsibility,unscientific decision-making,strong tinge of planned economy.In order to solve these problems,we should buile up the multi-level investment channels which have various investment capital sources,diversified mode of investment and multiple forms of investment return on the premise of persisting in public financial investment as the main body. |
