| 摘 要： | 推进上海透明化政府建设的关键是政府信息公开,政府信息公开的突破口是财政信息公开。财政信息是政府的核心信息,集中、综合地反映政府的全部活动,是市民最为关心的政府信息。财政信息公开相对简单易行,同时也是反腐败最有力的手段。上海政府信息尤其是财政信息的公开,可分三个阶段确定目标,分步实施。
