| 摘 要： | 信访权的理论本质就是请愿权,信访制度的核心内容则是为了保障公民请愿权,以实现权利救济和参与国事的制度目的。从请愿权保障角度看,我国信访制度存在一定缺陷,须从三个方面重构信访制度:信访观念的更新;法律规定的完善;改革信访机构。
