铁路既有线电气化改造工程安全预警模型研究

摘    要:铁路既有线电气化改造施工工程与新线建设工程相比具有的特点是:连续的工程施工流程被分割、分散;工程施工不能对已建立的设施和设备造成伤害;受到客流及货流等人为影响因素多。施工环境的特殊性决定了既有线电气化改造工程施工的高风险性。根据安全管理理论及人-机-环系统工程理论,既有线电气化改造工程施工中的不安全因素有人员因素、设备材料因素、环境因素、安全管理因素等。分析安全影响因素可以建立安全预警模型,在一定程度上预防安全事故的发生,实现安全生产。

Abstract:Compared with the construction of new lines ,the construction projects of renovating railway elec-trification demonstrate three distinct features ,namely ,the continuous construction process being divided and dispersed ,prohibition of damage to the established facilities and equipment ,and constraints from a number of anthropogenic factors ,such as passenger and cargo flow .These special construction conditions and the environment naturally lead to the high risk in electrified railway renovation projects .According to security management theory and man - machine - ring system engineering theory ,the insecurity of elec-trification renovation projects is generally caused by human factors ,equipment and material factors ,envi-ronmental factors ,and safety management factors .In order to help prevent security incidents and to ensure safe production ,this paper analyzes these safety factors and tentatively establish a safety warning model .
