地方政府绩效评估信息失真的成因及其治理

摘    要:准确、及时、客观、公正的绩效信息是地方政府绩效评估的根本依据和基础保证。然而,长期以来我国地方政府的绩效信息质量不尽如人意。由主客观因素所造成的地方政府绩效评估信息失真,除直接危及到评估活动的“生命”外,其所带来的政治、社会危害更为直接和严重。因此,有必要从建立健全确保绩效信息真实性的非正规制约、正规制约、实施机制和推进绩效评估信息系统的建设等方面对信息失真进行综合治理。

Abstract:Performance information which is accurate, in time, objective, fair is the essential basis and guarantee of the local government performance measurement. However, the quantity of information of our local government performance didn't make the concerned satisfied for a long time. The information distortion of local government performance measurement has been resulted from both the subjective and objective factors. Therefore, we must establish the implementing mechanism that is controlled by both formal and informal rule, and that ensure reliability of the performance information, so as to push forward construction of information system of the performance measurement.
