摘    要:我国人口众多 ,具有人力资源的优势 ,但这一命题只有在一定条件下才能成立 ,人口多 ,未必人力资源就多。在人口素质低下的的情况下 ,即使是庞大的人口数量也可能导致人力资源有效供给的短缺。如何将我国目前的潜在人力资源优势变为现实 ,必须在人力资源开发、提高人力资源质量上狠下工夫 ,改革人力资源管理体制 ,构建具有战略意义的人才库

Abstract:China has huge population, and possesses advantages. But this comment can only be established under certain condition. Huge population doesn't necessarily mean massive human resources. Under the circumstance that the quality of the population is low, huge population might lead to the shortage in effective provision of human resources. Turning China's present potential human resources advantage into reality, people must make efforts in developing human resources, improving the quality of human resources, reforming the management system of human resources, and constituting human resources warehouse which possesses strategic significance.
