| 摘 要： | "和平发展"乃是"二战"结束之后世界各国,尤其是发展中国家所面临的普遍问题。自1949年新中国建国伊始,《中国人民政治协商会议共同纲领》就确认了"和平发展"的战略思想。经过60多年的发展,中国宪法历经数次与时俱进的修改,"和平发展"战略实施模式也屡经历部宪法的制定和实施而有所调整。本文通过分析中国历部宪法的条款及其背后的深刻含义,指出"和平发展"虽然仍未明确写入宪法,但是始终蕴含于宪法之中。本文认为,只有在适当时候,将"和平权"载入宪法,修订一部"和平宪法",才是为我国实现经济发展和社会和谐的最优方案。
