| 摘 要： | 与防洪工作大不相同的是,中国抗旱工作尚处于无法可依的状态。日趋严峻的抗旱形势呼唤法制建设的支 持,当前急需制订、发布的是《中华人民共和国抗旱条例》。制订这一条例应遵循针对性强、涵盖性强等原则,突出抗 旱工作中基本关系的明确等五个方面的内容,并确立抗旱责任制等九项基本抗旱工作制度。

| Abstract: | Quite different from flood control, combating drought in China remains lawless--no law has ever formulated with regard to anti-drought. In the increasingly severe situation, it is urgent to formulate regulations on combating drought in China. Based on the principles of focalization and wide coverage, the formulation of such a law should attach great importance to the defining of the basic relations in combating drought and establish nine responsibility systems of combating drought. |
