南水北调生态补偿机制研究综述

近年来,随着我国经济社会的快速发展,生态环境问题日益恶化,人们在积极保护既有环境的同时,又在不断探索生态补偿的科学依据。我国目前尚处于生态补偿探讨的初级阶段,关于生态补偿机制研究,面临的问题主要有以下几点:一是生态补偿的具体内涵和准确定义暂无定论;二是如何消除资源公共产品特征,实现外部性内部化的问题上尚需深入;三是具体的补偿机制,特别是补偿提供方的确立并无明显界定;四是在补偿过程中,如何实现市场自我调节机制效用最大化方面的研究为数不多。因此,对特定资源输出区域的相关补偿机制研究显得尤为重要,其侧重点应是资源流动价格形成机制的构建与完善,以及如何提升特定区域研究成果的可推广性。

A Survey on the Study of Ecological Compensation Mechanism in the Project of Diverting Water from the South to the North

In recent years,with the rapid development of China's economy and so ciety,the problem of ecological environment deteriorates increasingly.While th e human being protects the present environment positively,they also constantly explore the scientific support for ecological compensation.In the primary stage of ecological compensation,China faces the following problems in the study.Fi rst,there is not definite connotation and definition about ecological compensat ion.Second,the problem of how to eliminate the resources' feature of being pu blic and realize internalization of externality should be investigated further. Third,the specific compensation mechanism,especially the provider of compensat ion has not defined.Fourth,in the process of compensation,there are rare stud ies on how to realize the maximalization of market's self-adjustment mechanism.Therefore,the relevant study on the compensation mechanism in the resource re gions becomes more important.In the process of study,the focus should be put o n establishing and perfecting mechanism of price formation in resource floating and how to improve the influence of the study result in relevant regions.
