| 摘 要： | 1942年,河南发生了罕见的大旱灾,为了应对灾害,国民政府采取了赈谷、赈款、施粥、平粜、移民、工赈、除害与祛疫等多种措施。但是由于政府的腐败、不稳定的社会环境和捉襟见肘的财政状况,国民政府的救荒存在很多不足。尽管如此,事实证明,没有国民政府的救灾措施,灾害的影响是不可想象的,一个转型中的政府越来越有力地确立了在赈灾过程中的主导性地位。
