| 摘 要： | 国债规模评估的国际通行指标有较大局限性,借鉴这些指标并从金融资源配置效率、国债贡献率、国债应债能力等更广泛的角度进行分析,可以认为我国仍有扩大国债发行的空间。但鉴于近年我国宏观经济运行的新态势,原来的国债政策取向必须进行改革和调整,国债发行规模应当控制,国债功能应实现复归,国债资金投向应当转变。

| Abstract: | There are many limitations in estimating the national debt-scale by international traditional index. The paper tries to analyze the scale from wider point of view including the efficiency of finance allocation, contribution of debt and payable ability of debt and find out the possibility of increasing the debt scale. But considering the new economic situation, we should control the debt-scale properly and alternate the orientation of policy. The function of national debt should be reverted to and the investment of the capital should also be changed. |
